The Union Minister for Rural Development launched the first-of-its-kind, AI-enabled 'Rural Internal Audit Portal' during the Rashtriya Gramin Vikas Sammelan in New Delhi.
The Ministry of Rural Development spearheads this digital platform to transform public financial management.

The Rural Internal Audit Portal is an AI-powered, unified cloud-based digital ecosystem designed to manage the entire lifecycle of public internal audits.
The Office of the Chief Controller of Accounts (CCA) conceived this initiative to replace fragmented and manual auditing with a standardized framework.
The platform was built and architected in active collaboration with the National Informatics Centre (NIC).

The portal aims to digitize, standardize, and simplify internal public audits to maximize institutional accountability and eliminate systemic financial leakages.
It seeks to transition from simple compliance check-lists to data-driven, risk-based audit planning using advanced predictive modeling.
The initiative establishes a central repository of historical audit trails and Action Taken Reports (ATRs) while moving entirely toward paperless governance.

It represents a unified digital ecosystem designed to handle both compliance and risk-based audits, transforming a paper-heavy setup into an automated mechanism.
Following the pilot phase, the portal was progressively expanded, and all core modules became operational from October 2025.
The Map View Module provides geospatial visualization of audit activities across India and helps identify audit units that have never been audited.
The system leverages Artificial Intelligence and advanced analytics for predictive risk-scoring, automated pattern recognition, and intelligent audit planning.
Auditees upload digital Action Taken Reports (ATRs) directly onto the portal, facilitating real-time monitoring of administrative workflows.
The system has a secure architecture with role-based access control, centralized monitoring, secure API integrations, and daily backups.
The platform securely stores audit records and compliance responses in a centralized repository, ensuring financial irregularities remain traceable.
The portal covers the complete audit cycle online, including team registrations, planning, issuing audit memoranda, and report generating.
It features separate, secure interfaces customized for auditors, local auditees, approving authorities, and administrative divisions.

The Office of the Controller General of Accounts (CGA), Ministry of Finance, issued an official mandate in December 2025 approving the implementation of this framework across all civil ministries and departments in India.
By eliminating manual correspondence and physical ledger systems, it institutionalizes paperless public financial management.
The system shifts internal audits from a passive compliance box-checking exercise into a strategic management tool.
