Context

The Ministry of Panchayati Raj created a flagship data platform named the Panchayat Advancement Index (PAI) to track rural progress. This platform has won the prestigious Gold Award at the National Awards for e-Governance 2026.

The Panchayat Advancement Index (PAI) is India's first complete analytics tool built to score and rank rural local bodies known as Gram Panchayats across the country.
It works like a standardized report card for rural governance by showing development data on a single digital dashboard.

This index is an indigenous governance project created and run entirely by the Ministry of Panchayati Raj, Government of India.

The main goal of the Panchayat Advancement Index (PAI) is to encourage healthy competition among local bodies at the grassroots level.
It uses real data to remove personal bias, spot gaps in village infrastructure, and help states spend development money in a better way.

In its PAI 2.0 version, the system checks more than 6 lakh Gram Panchayats across India by using over 150 indicators and 230 data points.
The index checks local bodies based on the nine core themes of the Localisation of Sustainable Development Goals (LSDGs).
These themes include poverty-free villages, healthy villages, child-friendly villages, and water-sufficient villages.
Other themes cover clean and green villages, self-sufficient infrastructure villages, socially secured villages, and villages with good governance.
The final theme focuses on women-friendly development villages.
The system uses weighted scores to put Gram Panchayats into five performance categories, which helps leaders quickly find weak blocks that need quick help.

The National Awards for e-Governance are India's top honors given to reward the best digital governance projects that help the public.
These awards have been given out every year since 2003.

The Department of Administrative Reforms and Public Grievances (DARPG) gives these awards every year along with the Ministry of Electronics and Information Technology (MeitY), Government of India.

The awards aim to find and reward great digital projects run by central ministries, state governments, union territories, districts, and public sector companies.
They want to build a collection of successful digital models that other administrative areas can copy easily.

The 2026 awards follow the theme of Viksit Bharat 2047: AI-Enabled, Data-Driven and Secure Digital Governance, focusing heavily on artificial intelligence and strong cybersecurity.
The Panchayat Advancement Index (PAI) won its gold spot under Category VII - Digital Transformation through the Use of Data Analytics in Digital Platforms, which checks how well public data is turned into welfare policies.
The Gold Award comes with a trophy, a citation, and a cash prize of ₹10 lakh to fund further technology upgrades and research for the platform.
