A Union Minister launched a national program called Navachar Mantra at IIT Delhi to discover and support local innovations from rural areas and smaller towns by connecting grassroots creators.

This program acts as a nationwide support system providing incubation and mentorship specifically designed for rural innovators and early-stage startups.
It focuses on solving community problems at the local level to help small ventures grow into large national businesses.
The Ministry of Skill Development and Entrepreneurship (MSDE) runs this flagship program for the Government of India.
The National Institute for Entrepreneurship and Small Business Development (NIESBUD) manages the day-to-day implementation of the scheme.

The program targets Indian citizens aged between 18 and 55 years living in aspirational districts and underserved regions.
Applicants do not need a registered company or a finished product because ideas in the early validation phase are fully eligible.
The initiative focuses on six major sectors including Agritech & Food Technology and HealthTech & Wellness.
It also covers EdTech & Vocational Skilling along with Climate Action & Environmental Sustainability.
The remaining priority areas are Rural Commerce & Retail Logistics and MSME Enablement & Traditional Artisan Tech.
Selected creators go through a 1-year structured incubation cycle that includes business training and fundraising roadmaps.
The platform offers national visibility through ministerial podcasts and digital showcases to attract institutional attention.
Applications on the digital portal remain open until July 5, 2026, before expert screening begins.

The initiative takes funding and mentorship beyond major cities to support entrepreneurs in small towns and villages.
It promotes the creation of local technologies and patents in key fields like green energy and biotechnology.
