The four conditions to check

• Nationality: you must be a citizen of India.
• Educational qualification: a bachelor degree from a recognised university, in any discipline, held on the date the advertisement specifies. A final-year student is generally not eligible unless the advertisement says otherwise.
• Age: within the limit for your category on the specified cut-off date, which is a date fixed by the advertisement and not your date of application.
• Language: a working knowledge of Gujarati and Hindi is required, which is a genuine functional requirement rather than a formality given the Mains and the service itself.

The date the age is reckoned on catches people out every cycle. It is a fixed cut-off named in the advertisement. Being under the limit today and over it on that date makes you ineligible, and the reverse is equally true in your favour.

Age limits and category relaxations

The lower limit is generally 20 years. The upper limit varies by category and by post, and relaxations are cumulative in some combinations and not in others.

The relaxation figures are stated as published rather than reproduced here as numbers, deliberately. They vary between advertisements and between posts within the same advertisement, and a wrong number on this page could cost someone an application. Read them off the advertisement and, if your case sits near a boundary or combines two categories, ask the Commission rather than a forum.

Attempt limits

Where a limit on the number of attempts applies, it is stated in the advertisement along with any category-wise relaxation. Check it before you assume an unlimited runway, and note that appearing in the Preliminary Test is normally what counts as an attempt.

Where applications actually go wrong

Eligibility rejections are rarely about the headline criteria. They cluster in the paperwork.

• A category certificate in the wrong format, or issued by an authority not recognised for the purpose.
• A non-creamy-layer certificate that has expired or is dated outside the window the advertisement requires.
• A name that does not match across the degree certificate, the category certificate and the application.
• A degree awarded after the cut-off date, where the advertisement required it on or before.

Collect and check these before the application window opens, not during it. Every cycle produces candidates who were eligible on the merits and rejected on a certificate.
